The paragenesis of this specimen is likely as follows: the initial azurite crystals are overgrown and pseudomorphed into malachite, which in itself is then either replaced or joined in with calcite at only the tips of the crystals. The entire specimen is then coated in a thin layer of transparent, druzy quartz. All-together very unusual, even for Tsumeb.
