I bought this from a gem dealer who does a lot of business down there in rutilated quartzes for the gem and lapidary trade. He also knows minerals: this was found in 1987 and was kept in his personal collection until brought to sell to me in Tucson in 2011. He's a well known dealer, named Brian Cook. The piece is REALLY cool. Just look at the symmetry! It has the needles stuck in front, unusually isolated and dramatic. It is shaped like a spearhead, but 3-dimensional.
